Agreement in the KS mediation
The mediation with KS is over. We have secured your rights in terms of working hours, and the supplements for members in chapter 4 are on a par with the frontline trade.
Among other things, the parties agree on:
- Extending the working hours agreement for teachers
- Real wage growth: 4.4 per cent – in line with frontline sector estimates
- To extend the OU agreement with minor changes – the agreement provides funding for training of union representatives and managers in how the cooperation between the parties should work
- Local pot in 2027
"The mediation has been demanding. We went into the settlement with the main agreement and a number of special agreements in addition to salary. We managed to solve all this, and we have protected the rights that KS wanted to weaken. Perhaps most importantly, we have avoided changes to the working hours regulations. It would have given our members a poorer working day," says Gro Gaarder (pictured), head of NITO Municipality.
What does the result mean to you?
It depends on which part of the collective agreement you belong to.
Teachers and teaching staff in Chapter 4 have their salaries determined centrally. The total framework after the mediation is in line with the frontline trade. The parties have also agreed on a local pot next year. This means that parts of the settlement in 2027 will be negotiated collectively and locally, also for teachers.
"The distribution of the guaranteed salary table is good for vocational teachers and for assistant professors with 16 years of seniority. Assistant professors with lower seniority have not received the credit they deserve. We are not satisfied with that," says Gaarder.

Engineers and technologists in Chapters 3 and 5 have their salaries determined locally. For you, it is the local negotiations in the autumn that count.
The working hours regulations remained in place
KS demanded changes to the working hours regulations. For NITO, it was crucial that union representatives retain real influence on everyday work locally. We succeeded. Your rights in this area remain unchanged. The working hours agreement for teachers has also been extended.
Advances of attendance allowance
A positive issue is that KS has accepted LO's demand that employers advance attendance allowance, in line with the solution in the frontline trade. The parties have also agreed to ask the authorities to allow NAV to advance attendance allowance directly. This means increased security for employees in a demanding life situation.
What happens now?
For most NITO members in the municipal sector, the local negotiations are what matters most. They start in early summer and throughout the autumn. Union representatives should start preparations already now.

NITO and Akademikerne
NITO is not a member of Akademikerne, but collaborates on wage negotiations in the state and municipalities. This means that we are part of their negotiating delegations, and our members are covered by Akademikerne's collective agreements with the state, KS (the local government sector) and the City of Oslo (which is a separate collective bargaining area). The same applies to the corporate agreement with Samfunnsbedriftene.
