The frontline profession and the relationship to local negotiations

As a union representative, you will often meet employers who use the frontline trade framework as an argument to limit what they give in local negotiations. Here you will find concrete counterarguments and practical tips that will make you confident in the negotiation situation. 

What is the frontline trade? 

  • The frontline profession is an internationally exposed industry that sets the norm for wage growth in Norway 
  • The principle is that wage growth that internationally exposed industries can tolerate should be the norm for the rest of working life 
  • The frontline trade is a norm over time, not a solution for each individual enterprise or collective agreement area in the individual settlement 

In Norway, there is a long tradition of wage settlements being adapted to wage developments in the so-called frontline sector – the part of Norwegian industry that is largely in competition with players in other countries. But even though the frontline profession sets a norm for wage growth in Norway, it is not the intention that this framework should be used as a solution in local negotiations.
