Many building applications are of too low quality for the municipalities to carry out proper case processing. The result is delays, increased costs and unpredictability in construction projects.
This course aims to raise the quality of both the content of building applications and the application process itself. Participants receive a thorough introduction to the regulations related to the responsible applicant, combined with practical training and increased understanding of the division of roles and responsibilities between the various actors. This will facilitate a more efficient and professionally sound processing of building cases.
The course is a practical introductory course for responsible applicants under the Planning and Building Act, building application officers in the municipality and others who prepare or assess building applications. The main emphasis is on the requirements imposed on the responsible applicant under the Planning and Building Act and the Building Application Regulations (SAK10). In addition, documentation requirements, supervision, follow-up of illegalities, the relationship to the planning system and relevant rules in the Public Administration Act are highlighted.

Interpreting and applying the regulations in practical case processing – with particular emphasis on the Planning and Building Act, the Building Application Regulations (SAK10) and relevant sources of law as they are used by responsible applicants and building application officers

To clearly distinguish between planning cases and building cases, identify the obligation to apply, and give/prepare accurate advice on when and how measures should be processed

To prepare complete and robust building applications with correct documentation and justifications, adapted to requirements and expectations in municipal case processing

To strengthen the interaction between the municipality and private actors, with a focus on role understanding, effective dialogue and good interaction between the responsible applicant, advisors, developers and building application officers

To use digital tools in a targeted way in everyday work – including web-based search tools for plans and documentation, as well as practical completion of relevant forms and electronic building application processing
