New main agreement in Spekter: More influence for you as a union representative
The new main agreement between SAN and Spektrum is ready. It gives you as a union representative better tools to strengthen local cooperation and a clearer role in the work on emergency preparedness in your workplace. The key lies in the adaptation agreement locally.
SAN, which is NITO's negotiating association when we negotiate with the employers' association Spekter, has negotiated a revised main agreement with Spekter. The agreement lays down even stronger guidelines for the parties locally to find good solutions together. This gives you as a union representative a greater opportunity to influence and safeguard the members' interests.

What's new for you and your members?
The new agreement clarifies and strengthens the role of union representatives in several important areas:
- Strengthened local cooperation: The agreement emphasises that the dialogue between management and union representatives locally is the most important arena for developing the business. It gives you as a union representative a stronger mandate to work for solutions that are adapted to your workplace. The key to good cooperation lies in the adaptation agreement, so this will be even more important in the future.
- Aclearer role in emergency preparedness work: The term "total emergency preparedness" has now been included in the agreement. In practice, this means that employee representatives must be involved in the company's work with risk, safety and emergency preparedness. This ensures that the employees' security and perspectives become a central part of the planning.
- Indigitalisation and competence: The agreement stipulates that union representatives must be consulted in processes relating to digitalisation, restructuring and competence development. This gives you an opportunity to ensure that your members receive the training and development they need when new technologies and ways of working are introduced.
What is a customization agreement?

The main agreement is the very foundation for the cooperation between employer and employees. It is negotiated centrally between the main organisations (such as SAN and Spekter) and sets the overall rules of the game for the cooperation.

The adaptation agreement is a local agreement that is made at the individual workplace. It translates the general rules in the main agreement into concrete practice, and determines how the cooperation between management and the union representatives is to be organised locally. It allows for tailoring solutions that are perfectly suited to your business.

The way forward
"NITO encourages all union representatives to familiarise themselves with the opportunities offered by the new agreement. Use it actively to enter into good, local adaptation agreements that benefit the members. The adaptation agreements are the key to influencing and good cooperation locally," says Sevaldson.
The new main agreement applies from 1 January 2026 to 31 December 2029.
