Ready for local negotiations in Spektrum
Spektrum and SAN/NITO have reached an agreement on the Part A negotiations. Salary assessment after parental leave, probationary periods and skills development are some of the things the parties have negotiated. See what it means for you – and the deadlines for local negotiations.
About SAN and NITO
SAN is NITO's negotiating association in the negotiations with the employers' association Spekter.
Part A is common to all enterprises to which the SAN is a party. It regulates overarching provisions and financial matters of a general nature. It is supplemented by the local B part. It is entered into between union representatives and the management of the company's own business.
The parties agreed on this in Part A
This year's negotiations resulted in several important adjustments and clarifications in Part A:
- Salary assessment after parental leave: Employees who have been on parental leave must have their salary assessed in the same way as other employees. The amendment clarifies that parental leave shall not have any negative impact on wage development.
- Probationary period: Where it was previously stated that a probationary period "could be agreed for six months", it has now been specified that a probationary period can be agreed for up to six months. The amendment harmonises the provision with current regulations.
- Competence development: The parties have agreed on a new protocol text that emphasises the importance of knowledge about the enterprise's competence needs, and the need for dialogue between the local parties on competence development.
- The OU scheme: A multipartite committee will be appointed to take a closer look at the information and development scheme. The committee must submit its report by 1 February 2027.

The deadlines for local negotiations
The next step in this year's wage negotiations in Spektrum is local negotiations. At that time, union representatives and management negotiate the B part of the individual collective agreement. They negotiate both text and finances, adapted to local conditions.
We expect real negotiations when they now come to negotiate in the individual company. The shortage of engineers is well documented, and our members have increasing market value. Local employers must recognise this. Not with celebratory speeches, but with pay.

The deadlines for when the local negotiations must be completed:
| Area | Deadline |
| Area 6 NRK | April 23 |
| Spectrum Health, areas 10 and 13 | To be agreed later |
| All other areas | May 13 at 3 p.m. |
If it is not possible for the local parties to agree in the negotiations, they can ask for assistance from the central parties. A request for assistance must be submitted before the local negotiation deadline expires.
Here you can see the status of the local negotiations in the various areas – updated continuously.
Important reminder to union representatives
The settlement is not finally concluded until a final protocol has been signed centrally for the relevant agreement area. Until then, you must not publicly disclose the result, even if you have agreed locally.
A digital information meeting for union representatives will be held on 17 April at 11.30. See invitation by email.
This is how the negotiation system works in Spektrum
The negotiation system in Spektrum is structured in three phases:
- Phase 1 (Part A): The central parties – SAN and Spektrum – negotiate negotiation deadlines and the central part A of the collective agreement.
- Phase 2 (Part B, possibly assistance): When phase 1 is completed, the local negotiations will start in each company. The employee representatives and management negotiate salary terms and other conditions that apply specifically to their business. If they do not agree locally in phase 2, they can get help from central parties (NITO and Spekter).
- Phase 3 (Conclusion): If an agreement is reached after assistance in phase 2, the negotiations will move into phase 3. In this case, it is SAN and Spektrum centrally that conclude the negotiations for all the businesses in an area – either by agreement or the settlement goes on to mediation.
All businesses in each individual area must agree before the result of the negotiations can be made known and the money paid out.
