Wage statistics for municipalities 2024: - Real wage growth is good

The result shows real wage growth for NITO's members in the local government sector.
"This is good, even if it is somewhat lower than expected," says Dagslet.
Engineers are important
In this year's negotiations, NITO will probably be faced with constantly poor municipal finances and hard priorities on which occupational groups are needed to implement the municipal statutory services.
- We understand that the municipalities have challenges with poor finances and must make hard priorities to maintain their services. Therefore, we also have expectations of continued good real wage growth for 2025, the reason for this is precisely what municipalities in Norway are facing today.
Both restructuring due to municipal finances, and the need for emergency preparedness as a result of climate change and the geopolitical situation, mean that the solution orientation of the engineers is important. Wage developments in the future are therefore still important, particularly in competition with other sectors.
The municipality's finances are a criterion in the local wage negotiations.
- It is important to us that the municipalities understand that the expertise we have costs, and that if that expertise is lacking in the services the municipality is to perform, then the cost can be much greater than hiring one or two engineers extra.
Teaching staff
The average salary as of 1 October 2024 is NOK 61,661
The general salary increase from 1 October 2023 to 1 October 2024 is 5.4 per cent
The salary increase for identical persons is 6.1 per cent
NITO has several engineers who teach, mainly in upper secondary school in vocational specialisation. For these members, the statistics show that the group has fared better than the centrally negotiated limit of 5.2 per cent.
Oslo Municipality
The average salary as of 1 October 2024 is NOK 73,053
The general wage increase from 1 October 2023 to 1 October 2024 is 4.8 per cent
The wage increase for identical persons is 6.3 per cent
The City of Oslo is a separate collective agreement area with its own wage provisions. In 2024, for the first time in six years, money was set aside for a local pot.
"It has been a moderate to good settlement for our members in the City of Oslo in 2024, even though the general supplement is somewhat below the central framework. However, we see that identical people have received good results.
The City of Oslo is also affected by reduced transfers from the state, and restructuring is taking place in several agencies/districts.
"How this will affect this year's wage settlement remains to be seen, but we can expect nothing but real wage growth here as well. The need for engineering expertise is just as great in Oslo, as in other places in the country.
