Wage statistics for central government 2025: "High figures, but moderate wage growth"

The figures for NITO Stat are affected by the strike in 2024, and measure two wage settlements. "Despite real wage growth, there has not been a wage celebration for our members in the state," says Roger Matberg, head of NITO Stat. 

When the figures for the statistics as of 1.10.2024 were collected, the local wage negotiations had still not been concluded in many places. This is due to the strike in 2024, and the subsequent processing by the National Wage Tribunal resulted in the measured wage growth in the state being artificially low in the statistics last year.

This has a knock-on effect on this year's statistics, which for most measure two wage settlements. The average wage increase of 7.2% must therefore be seen in light of this. 

Considering that both last year's and this year's statistics are influenced by the consequences of the strike, it therefore makes more sense to look at wage growth for the two-year period. 

  • The total salary increase from 1 October 2023 to 1 October 2025 was 8.4%
  • For identical individuals, those who have responded to the statistics both years, it was 9.5%
  • The total real wage increase in the same period was 2.1%

"Despite real wage growth for our members in the state during the collective agreement period, I would say that wage growth has been moderate," says Matberg.

"The agreed total framework for the wage settlements in the state in 2024 and 2025 was a total of 9.6%. It is important to clarify that these figures are not directly comparable, partly due to different measurement times, but they do indicate that there has not been a salary celebration for our members in the state.

Salary statistics for central government employees in 2025:

  • The average salary as of 1 October 2025 is NOK 67,297. 
  • The consumer price index increased by 3.4% from 01.10.2024 to 01.10.2025. NITO's members in the state agreement area had a real wage increase of 3.8% in this period. 
  • The average starting salary is NOK 53,506.
  • The general wage increase from 1 October 2024 to 1 October 2025 is 7.2 per cent.
  • The wage increase for identical persons is 7.4 per cent.
