Run-down agreements in the event of a possible strike
In connection with the renegotiation of the collective agreement with NHO, you as a union representative may be asked by your employer to sign so-called run-down agreements. In this article, you get an overview of the rules, your tasks and who you need to contact before you sign.
What is a run-down agreement?
A run-down agreement regulates how operations are to be terminated and resumed in a technically sound manner. The agreement also regulates work that is necessary to avert danger to human life or significant material damage.
When is a run-down agreement relevant?
Run-down agreements will only be made when there is a possibility that NITO members may be taken out on strike. This will only happen when we are in central negotiations on the collective agreements. These are usually negotiated in the autumn in even-numbered years, and in 2026 negotiations are planned with NHO at the end of September and with Virke during the fourth quarter.
Limit the appointment in time
A run-down agreement should not be a general, ongoing agreement. It shall be entered into in connection with a specific and imminent revision of the agreement, and shall apply only to this period.
The agreement must be approved centrally
It is NITO and NHO centrally that must finally approve such agreements. In order for us to be able to do this, we are completely dependent on a good dialogue with our local union representatives prior to a possible signing.
If you are asked to sign a run-down agreement, we ask that you contact NITO centrally before signing.
This is what the collective agreement says about run-down agreements
In the collective agreement between NITO and NHO, this is regulated in section 3-2:
§ 3-2 Work in connection with conflict
- NHO and NITO will recommend that agreements be concluded at the individual company that regulate matters related to the termination and resumption of operations in a technically sound manner, as well as on work that is necessary to avert danger to human life or significant material damage.
- Any local agreements on this must be approved by NHO and NITO. If no agreement is reached in local negotiations, the matter can be brought to the Confederation of Norwegian Enterprise (NHO) and NITO for consideration.
